Ruling

By its own charter, the Central Bank of the Philippines is an entity authorized to sue and to be sued.

The second and third causes of action are dismissed and remanding the case to the trial court for further proceeding on the first and fourth causes of action with the National Treasurer and Secretary of Finance as parties defendants.
